Ashton Jojo, 11-Year-Old Girl, Dies Of Electrocution While Playing Mini Golf In Florida

ORLANDO, Fla. -- A medical examiner says an 11-year-old New York girl was electrocuted while trying to retrieve a ball from a pond at a time-share resort's miniature golf course near Orlando.

Orange County deputies say Ashton Jojo cried out in pain Wednesday afternoon as she stepped into the 2-foot-deep pond, according to the Associated Press. Orange Lake Resort guest Christopher Burges of Alabama heard her screams and tried to rescue her. He was also injured.

The girl died shortly after arriving at Florida Hospital Celebration.

The resort released a statement reporting that a third guest was also injured, adding, "The miniature golf facility where the incident happened is closed and will not re-open until further notice. Our thoughts and prayers are with the guests, their families and friends during this time," Reuters reported.

A building safety department official told WKMG that the electrocution may have been caused by a possible faulty pump connected to the wrong circuit breaker.

The station also reported that the resort's golf course was connected to several electrical code violations.

Authorities say the Latham, N.Y., girl turned 11 on Friday. She was visiting Orlando with her parents and brother.

Anyone in this business knows you need something to connect with clients socially. For me, that thing is cycling.

Back in 2001, I was 10 years in the business, a steady $200,000 to $300,000 premium producer and thought I had achieved all of my goals for the first decade of my career. The problem was that my 70-hour work weeks had allowed me to gain 40 pounds and develop high blood pressure and high cholesterol at the ripe old age of 32. I had lost my health in my pursuit of financial success.

I begged my cardiologist to hold off on medication for one more month and promised I would lose weight. He agreed, so I dusted off my old mountain bike that was buried deep in my parents? shed and started riding. Every day, either before or after work, I would do loops in Central Park. Workouts started at 30 minutes and quickly progressed to an hour. My fears of decreased production quickly faded, as I had much more energy throughout the day. After a year of this, I was looking for any excuse to ride more. I had lost 15 pounds, my suits fit better and I loved the way I felt. I started to ask prospects and clients if they rode, and if so, did they want to ride together?

Prospects I rode with almost always turned into clients, and clients I rode with turned into better clients. I also started to meet people while riding and brought up what I did for a living if the opportunity presented itself. The combination of new revenue from this additional form of prospecting and expanding business with a few key cycling clients got me to the next level, while happily spending more time out of the office and getting my weight, blood pressure and cholesterol to normal levels.

Certainly, I could have stopped there, but like many reformed workaholics, I had to take it to the next level and try bike racing. I entered my first race in 2004 and was immediately hooked, even though I had no idea what I was doing (and neither did most people in this beginner-level race). I had to learn more and ride more if I was going to get better. I also had to meet more people on the bike if I was going to train 12 hours per week. Surprisingly, I met more people training than I did casually riding. Turns out there were a lot of suit-and-tie guys like me racing at the amateur level, and I quickly became friends with many of them. Some of them needed a person like me, and it was quite logical for them to become my clients.

After I won races at the novice level, I started racing at the intermediate level at the age of 37. To be competitive in these races required more training, so I formed a group of people I met throughout the last few seasons to ride every weekday at 5 a.m. Other folks riding alone at that hour noticed us and asked to join in. By the end of that season, we were a group of 12 regulars, meeting every weekday morning. Out of the group, nine of the 12 became clients, and one who didn?t got me quoted in the Wall Street Journal. Two of the gentlemen that became clients worked for a large European bank and introduced me to their HR director. That led to the largest multi-life disability sale of my career ? 245 eligibles with 42% participation.

Today I am 43 and won my second state championship in 2011. I?ve also qualified for the World?s Masters Championship in South Africa this August. Famed Crystal Cathedral to become Catholic church

GARDEN GROVE, Calif. (AP) ? Retired schoolteacher Dolores Rommel has followed the Rev. Robert H. Schuller almost her entire adult life: She was baptized in his church as a young woman, sent her children to his Sunday school and laid her husband to rest near the soaring, glass-paned Crystal Cathedral that was to be the televangelist's ultimate legacy.

But when the Roman Catholic church bought the famous sanctuary and its cemetery in bankruptcy court last year, Rommel began looking for another spiritual home. She has resigned herself to being entombed in a Catholic cemetery so she can be near her husband, but not without plenty of soul-searching.

"I have no choice. I am going to be buried there because that was his choice and we paid a lot for that vault," said Rommel, who bought a two-casket tomb with her husband in 1997. "At the time, who would know that this was going to happen?"

The Crystal Cathedral congregation recently announced that it will vacate its modernist steel-and-glass church by June 2013. The Diocese of Orange re-baptized the church Christ Cathedral earlier this month and plans to turn the Protestant landmark where the "Hour of Power" TV ministry is based into its spiritual and administrative headquarters. The fast-growing, 1.2 million-person diocese bought the church campus for nearly $58 million last year.

The upcoming transition has been an emotional one for many longtime congregants like Rommel, who watched Schuller's blockbuster dynasty struggle to survive in recent years amid declining donations, a disastrous leadership transition and an endless family squabble that split the congregation.

Schuller built the church ? an architectural marvel with 10,000 windows and room for nearly 3,000 worshippers and 1,000 musicians ? in 1980, a decade after he began broadcasting his sermons on the "power of possibility thinking" into the homes of millions of evangelical Christians each Sunday.

Reaction to the church's sale was at first bitter: The children of one prominent philanthropist publicly threatened to disinter their father from its cemetery and another congregant sued for $30 billion, saying the transfer to Catholic hands had "permanently desecrated, defamed, polluted and cursed" the church.

Tempers have since cooled, but the recently announced timeline for the transfer to Catholic hands has revived questions about the fate of Schuller's ministry once it leaves behind the iconic building that gave it its name. The diocese will grant the congregation six months rent-free at a nearby Catholic church and it plans to continue filming the "Hour of Power."

"We could film in a studio," said John Charles, the new CEO of Crystal Cathedral Ministries. "We're still going to have the same great preaching, the same great music and pulpit guests. The ministry is not about the building ? it's more about our congregation and who we are."

Some, however, wonder whether the ministry will fizzle out ? or shrink dramatically ? without the building that gave it its name. Broadcasts of the "Hour of Power" were recently cut back to 30 minutes on Lifetime and Discovery channels and Schuller, now 85, no longer appears on the program and hasn't attended church since last fall.

His son and daughter, who each failed to assume their father's mantle, are no longer involved in the ministry. Sheila Schuller Coleman formed a new church after a falling out last year.

The congregation, which now numbers up to 1,700 people each Sunday, will also change its name once it moves.

"It really needs to go back to square one and say, 'Who are we going to be? We can't be what we were 10 to 15 years ago,'" said Kurt Fredrickson, an associate dean and assistant professor of pastoral ministry at Fuller Theological Seminary. "There could be resurrection there or it could be that we say goodbye to a congregation and bless them and be grateful and thank God for years and years and years of really wonderful ministry."

Schuller tapped into California's blossoming car culture and the optimism of a post-World War II generation when he began preaching in 1955 from the roof of a snack bar at a drive-in movie theater in suburban Orange County. He exhorted worshippers to "come as you are in the family car" and his upbeat message resonated.

By 1970, Schuller was airing the "Hour of Power" and in 1980, he dedicated the Crystal Cathedral, an architectural marvel that served as the backdrop for the show. At its peak, the broadcast attracted 20 million viewers around the world.

The Rev. Christopher Smith, the Catholic episcopal vicar and rector of the newly baptized Christ Cathedral, recalls as a child watching from his grandparents' backyard as the young, energetic evangelist preached from the roof of the drive-in theater's concession stand. Now, Smith is in charge of a delicate transition as the diocese prepares to move into a religious and architectural touchstone cherished by evangelicals around the world.

The diocese hopes to honor Schuller and the history of his ministry with a museum that begins with the drive-in movie theater and ends with the Catholic acquisition. The diocese may also move its archives, which are currently not publicly available, to the cathedral grounds, said Smith.

"I just hope that we attend well to all the different people who are affected by this and also that this place be seen as a place where everyone is welcome to find hope and consolation and inspiration, whether they're Catholic or not," Smith said.

"That's the bishop's desire ? that we are a real credible witness to Christ in the world through our work here."

New vaccine for nicotine addiction

Researchers at Weill Cornell Medical College have developed and successfully tested in mice an innovative vaccine to treat nicotine addiction.

In the journal Science Translational Medicine, the scientists describe how a single dose of their novel vaccine protects mice, over their lifetime, against nicotine addiction. The vaccine is designed to use the animal's liver as a factory to continuously produce antibodies that gobble up nicotine the moment it enters the bloodstream, preventing the chemical from reaching the brain and even the heart.

"As far as we can see, the best way to treat chronic nicotine addiction from smoking is to have these Pacman-like antibodies on patrol, clearing the blood as needed before nicotine can have any biological effect," says the study's lead investigator, Dr. Ronald G. Crystal, chairman and professor of Genetic Medicine at Weill Cornell Medical College.

"Our vaccine allows the body to make its own monoclonal antibodies against nicotine, and in that way, develop a workable immunity," Dr. Crystal says.

Previously tested nicotine vaccines have failed in clinical trials because they all directly deliver nicotine antibodies, which only last a few weeks and require repeated, expensive injections, Dr. Crystal says. Plus, this kind of impractical, passive vaccine has had inconsistent results, perhaps because the dose needed may be different for each person, especially if they start smoking again, he adds.

"While we have only tested mice to date, we are very hopeful that this kind of vaccine strategy can finally help the millions of smokers who have tried to stop, exhausting all the methods on the market today, but find their nicotine addiction to be strong enough to overcome these current approaches," he says. Studies show that between 70 and 80 percent of smokers who try to quit light up again within six months, Dr. Crystal adds.

About 20 percent of adult Americans smoke, and while it is the 4,000 chemicals within the burning cigarette that causes the health problems associated with smoking -- diseases that lead to one out of every five deaths in the U.S. -- it is the nicotine within the tobacco that keeps the smoker hooked.

A New Kind of Vaccine

There are, in general, two kinds of vaccines. One is an active vaccine, like those used to protect humans against polio, the mumps, and so on. This kind of vaccine presents a bit of the foreign substance (a piece of virus, for example) to the immune system, which "sees" it and activates a lifetime immune response against the intruder. Since nicotine is a small molecule, it is not recognized by the immune system and cannot be built into an active vaccine.

The second type of vaccine is a passive vaccine, which delivers readymade antibodies to elicit an immune response. For example, the delivery of monoclonal (identically produced) antibodies that bind on to growth factor proteins on breast cancer cells shut down their activity.

The Weill Cornell research team developed a new, third kind -- a genetic vaccine -- that they initially tested in mice to treat certain eye diseases and tumor types. The team's new nicotine vaccine is based on this model.

The researchers took the genetic sequence of an engineered nicotine antibody, created by co-author Dr. Jim D. Janda, of The Scripps Research Institute, and put it into an adeno-associated virus (AAV), a virus engineered to not be harmful. They also included information that directed the vaccine to go to hepatocytes, which are liver cells. The antibody's genetic sequence then inserts itself into the nucleus of hepatocytes, and these cells start to churn out a steady stream of the antibodies, along with all the other molecules they make.

In mice studies, the vaccine produced high levels of the antibody continuously, which the researchers measured in the blood. They also discovered that little of the nicotine they administered to these mice reached the brain. Researchers tested activity of the experimental mice, treated with both a vaccine and nicotine, and saw that it was not altered; infrared beams in the animals' cages showed they were just as active as before the vaccine was delivered. In contrast, mice that received nicotine and not treated with the vaccine basically "chilled out" -- they relaxed and their blood pressure and heart activity were lowered -- signs that the nicotine had reached the brain and cardiovascular system.

The researchers are preparing to test the novel nicotine vaccine in rats and then in primates -- steps needed before it can be tested ultimately in humans.

Dr. Crystal says that, if successful, such a vaccine would best be used in smokers who are committed to quitting. "They will know if they start smoking again, they will receive no pleasure from it due to the nicotine vaccine, and that can help them kick the habit," he says.

He adds that it might be possible, given the complete safety of the vaccine, to use it to preempt nicotine addiction in individuals who have never smoked, in the same way that vaccines are used now to prevent a number of disease-producing infections. "Just as parents decide to give their children an HPV vaccine, they might decide to use a nicotine vaccine. But that is only theoretically an option at this point," Dr. Crystal says. "We would of course have to weight benefit versus risk, and it would take years of studies to establish such a threshold."

"Smoking affects a huge number of people worldwide, and there are many people who would like to quit, but need effective help," he says. "This novel vaccine may offer a much-needed solution."

And they're off! This year's O Music Awards have officially begun with a very ambitious and action-packed 24-hour live stream.

The digitally driven event that celebrates and honors artists, fans and innovators impacting digital-music culture will aim to help rockers the Flaming Lips break the Guinness World Record for the most concerts performed in multiple cities in a 24-hour time period.

This extra-special and possible record-breaking event will unfold via a historic bus ride through the Mississippi Delta, the birthplace of rock and roll. The Lips have just boarded their tricked-out bus, aptly named Endeavor, in Memphis and will be zigzagging across the region in attempt to break Jay-Z's Guinness World Record title for Most Live Concerts In 24 Hours (Multiple Cities) by hitting a total of eight cities to end in New Orleans.

The band will travel to each new location just as the opening band is finishing its set, where they'll perform a mini-set before moving on to the next location. Violence tops debate ahead of Venezuela vote

CARACAS, Venezuela (AP) ? Natalia Guzman stepped hesitantly into the morgue looking for her only son. She was led to rows of refrigeration units, where after peering at more than a dozen corpses she finally found 17-year-old Jaime.

Trembling and in tears, she embraced relatives outside the building and said her son's body had been riddled with bullets. She blamed a drug-dealing gang in her slum for the killing and complained that police might have prevented it had they been patrolling her neighborhood.

The rising tide of violent crime that has engulfed Venezuela has become a top issue in the country's presidential campaign, with opposition candidate Henrique Capriles blaming President Hugo Chavez's government for failing to halt the bloodshed. Yet Guzman and many other Venezuelans appear to have lost faith in the ability of any government as well as the police to address the problem, no matter who wins the October vote.

"Crime is out of control, and I don't think any politician, neither Chavez, nor Capriles, is going to change that," Guzman said, speaking in a low voice that at times cracked when she cried.

The government says more than 14,000 people were killed in Venezuela last year, giving the country a murder rate of 50 per 100,000 people and making it one of the most violent countries in Latin America and the world. The murder rate has more than doubled since 1998, when Chavez was first elected.

At campaign rallies, Capriles has been promising to fix what he calls one of Chavez's most glaring failures, declaring: "We will have to choose between life or death."

Chavez has responded by banning gun sales, expanding a new national police force and launching an anti-crime plan with stepped-up policing and other programs in high-crime areas.

It's unclear how the political tug-of-war on crime may affect the race. But Chavez's opponents are hammering away on the issue, convinced that some voters will be swayed.

Capriles' campaign manager, Leopoldo Lopez, said as he presented the opposition's "Security for All" anti-crime plan that nearly 14 years after Chavez was first elected, the president's promises are too little, too late. "He's never made the issue of security a priority, until now when he tries to use it as a political banner," Lopez said.

Experts say violent crime has increased in the country due to easy, cheap access to guns, a culture of violence among young men in the slums, and severe shortages of police officers and prosecutors.

Criminologist Fermin Marmol Garcia said Venezuela's fundamental problem is that for more than a decade, "the institutions that weigh heavily on crime prevention and suppression were not strengthened."

In polls, Venezuelans consistently rate violent crime as their top concern. But many tend to blame long-standing institutional problems such as police forces viewed as corrupt and incapable, rather than pointing fingers at politicians.

"For Capriles, the challenge is putting the issue on the pedestal, linking it directly to Chavez, showing that he's responsible and creating hope that it's possible to solve the problem," said Luis Vicente Leon, a Caracas-based pollster and political analyst. He said Capriles, who has been trailing in the polls, hasn't yet been able to gain traction on the issue.

Guzman isn't committed to either presidential candidate, and so far Capriles' anti-crime message hasn't resonated with her.

She said her son's motorcycle was stolen when he was killed after a street party, and she suspects the gunmen who killed him are the same toughs who terrorize her neighborhood.

"The police are almost never around when there's a problem. They always arrive hours afterward and they never capture anybody," Guzman said. "It's the thugs, not the police, who control the neighborhoods."

The authorities say a majority of the country's killings involve young men, often battling in poor neighborhoods over turf or drug dealing, or in simple rivalries. Crime has also been expanding into places once seen as safe, such as movie theaters, shopping malls and parking garages where security guards stand watch.

Shooting victims are often brought to the Perez de Leon Hospital near Petare, Venezuela's largest slum, where Guzman's son was gunned down. At the hospital, janitors mop blood from the white tile floor while doctors scramble to save lives. The victims' friends and relatives anxiously wait outside the emergency ward.

Abductions for ransom have grown rapidly in the past decade, with kidnapping reported to police rising from 52 in 1998, when Chavez was first elected, to 618 in 2009. Security experts say the real number of kidnappings is much higher because most cases aren't reported to authorities.

Recently diplomats from Costa Rica, Mexico and Chile were kidnapped, and all were eventually freed after ordeals lasting from two hours to more than a day.

Among the middle and upper classes, growing numbers of Venezuelans have been trying to take their security into their own hands by enrolling in self-defense courses, hiring bodyguards or bulletproofing their vehicles.

"Business has multiplied," said Ernesto Carrera, director of the School of Personal Protection, which offers intensive self-defense courses. He said his clientele has grown by about 80 percent in the past five years.

Jose Berrios, a 34-year-old businessman, decided to enroll after surviving an armed robbery, and now spends three nights a week at the school learning self-defense techniques and struggling through exercise sessions that include tossing medicine balls, doing pull-ups and lifting weights.

In one training session, an instructor demonstrated how to avoid a carjacking by using a martial arts move to disarm an attacker.

Capriles has been trying to capitalize on Venezuelans' concerns by accusing Chavez of ignoring the issue for most of his presidency. He has promised to take a different approach and make crime-fighting a top priority, laying out a plan that includes putting more police on the streets, raising officers' salaries and bringing more sports and art programs to poor neighborhoods.

Chavez responded by launching his latest anti-crime program last week, dubbed the "Great Mission For Every Life Venezuela." It includes allocating more money to expand training programs for police, starting community programs for troubled youth, expanding a fledgling national police force and targeting law enforcement resources to high-crime areas.

Justice Minister Tareck El Aissami said the country now has about 92,000 police officers in a patchwork of state, local and national police force but acknowledged Venezuela would need about 20,000 more police officers to meet U.N. standards. This September, El Aissami said, about 9,500 new recruits are scheduled to join the Bolivarian National Police after they undergo training.

El Aissami said that the challenge of combatting violence goes beyond hiring more police and building more prisons. Part of the government's program, he said, focuses on giving young men in the slums alternatives through sports and community programs so that they no longer view "a pistol and a motorcycle" as status symbols.

El Aissami told reporters last week that crime "is the most serious problem, the one of greatest concern and the one of greatest attention for the government."

In Australia, each state has enacted laws that dealt with different aspects of identity or fraud issues. Some States have now amended relevant criminal laws to reflect crimes of identity theft, such as the Criminal Law Consolidation Act 1935 (SA), Crimes Amendment (Fraud, Identity and Forgery Offences) Act 2009 and also in Queensland under the Criminal Code 1899 (QLD). Other States and Territories are in states of development in respect of regulatory frameworks relating to identity theft such as Western Australia in respect of Criminal Code Amendment (Identity Crime) Bill 2009.

On the Commonwealth level, under the?Criminal Code Amendment (Theft, Fraud, Bribery & Related Offences) Act 2000?which amended certain provisions within theCriminal Code Act 1995,

? 135.1 General dishonesty(3) A person is guilty of an offence if: a) the person does anything with the intention of dishonestly?causing a loss to another person; and b) the other person is a Commonwealth entity. Penalty:?Imprisonment for 5 years. ?

Likewise, each state has enacted their own privacy laws to prevent misuse of personal information and data. The Commonwealth?Privacy Act?is applicable only to Commonwealth and territory agencies, and to certain private sector bodies (where for example they deal with sensitive records, such as medical records, or they have more than $3 million turnover PA).

Sweden have had relatively little problems with identity theft. This is because only Swedish?identity documents?have been accepted for identity verification. Stolen documents are traceable by banks and some other institutions. The banks have the duty to check the identity of people withdrawing money or getting loans. If a bank gives money to someone using an identity document reported as stolen, the bank must take the loss. From 2008 any EU passport are valid in Sweden for identity check, and Swedish passports are valid all over the EU. This makes it harder to detect stolen documents, but still banks in Sweden must ensure that stolen documents are not accepted.

Other types of identity theft than over the bank desk have become more common in Sweden. One common example is ordering a credit card to someone who has an unlocked letterbox and is not home on daytime. The thief steals the letter with the credit card and then the letter with the code which typically arrives a few days later. Usage of a stolen credit card is hard in Sweden, since an identity document or a PIN code it is normally demanded. If the shop does not demand that, it must take the loss from stolen credit cards. The method of observing someone using the credit card PIN code, stealing the card or?skimming?it, and then use the card, has become more common.

Legally, Sweden is an open society.?The Principle of Public Access?says that all information kept by public authorities must be available for anyone except in certain cases. Specificially anyone?s address, income, taxes etc. are available to anyone. This makes fraud easier (the address is protected for certain people needing it).

To impersonate someone else and gain money from it is a kind of?fraud, which is described in the?Criminal Code?(Swedish:Brottsbalken).

In the United Kingdom personal data is protected by the?Data Protection Act 1998. The Act covers all personal data which an organization may hold, including names, birthday and anniversary dates, addresses, telephone numbers, etc.

Under?English law?(which extends to Wales but not necessarily to Northern Ireland or Scotland), the?deception?offences under the?Theft Act 1968?increasingly contend with identity theft situations. In?R v Seward?(2005) EWCA Crim 1941[26]?the defendant was acting as the ?front man? in the use of stolen credit cards and other documents to obtain goods. He obtained goods to the value of ?10,000 for others who are unlikely ever to be identified. The Court of Appeal considered sentencing policy for deception offenses involving ?identity theft? and concluded that a prison sentence was required. Henriques J. said at para 14:?Identity fraud is a particularly pernicious and prevalent form of dishonesty calling for, in our judgment, deterrent sentences.?

Increasingly, organizations, including Government bodies will be forced to take steps to better protect their users? data.[27]

Stats released by?CIFAS?- The UK?s Fraud Prevention Service show that there were 89,000 victims of identity theft in the UK 2010.[28]?This compared with 2009 where there were 85,000 victims.[29]?Men in their 30s and 40s are the most common UK victims[30]?and identity fraud now accounts for nearly half of all frauds recorded.[31]

The increase in crimes of identity theft led to the drafting of the Identity Theft and Assumption Deterrence Act.[32]?In 1998, The Federal Trade Commission appeared before the United States Senate.[33]?The FTC discussed crimes which exploit consumer credit to commit loan fraud,?mortgage fraud, lines-of-credit fraud,?credit card fraud, commodities and services frauds. The Identity Theft Deterrence Act (2003)[ITADA] amended?U.S. Code Title 18, ? 1028?(?Fraud related to activity in connection with identification documents, authentication features, and information?). The statute now makes the possession of any ?means of identification? to ?knowingly transfer, possess, or use without lawful authority? a federal crime, alongside unlawful possession of identification documents. However, for federal jurisdiction to prosecute, the crime must include an ?identification document? that either: (a) is purportedly issued by the United States, (b) is used or intended to defraud the United States, (c) is sent through the mail, or (d) is used in a manner that affects interstate or foreign commerce.?See?18 U.S.C.???1028(c). Punishment can be up to 5, 15, 20, or 30 years in federal?prison, plus fines, depending on the underlying crime per?18 U.S.C.???1028(b). In addition, punishments for the unlawful use of a ?means of identification? were strengthened in ? 1028A (?Aggravated Identity Theft?), allowing for a consecutive sentence under specific enumerated felony violations as defined in ? 1028A(c)(1) through (11).

The Act also provides the?Federal Trade Commission?with authority to track the number of incidents and the dollar value of losses. Their figures relate mainly to consumer financial crimes and not the broader range of all identification-based crimes.[34]

If charges are brought by state or local law enforcement agencies, different penalties apply depending on the state.

Six Federal agencies conducted a joint task force to increase the ability to detect identity theft. Their joint recommendation on ?red flag? guidelines is a set of requirements on financial institutions and other entities which furnish credit data to credit reporting services to develop written plans for detecting identity theft. The FTC has determined that most medical practices are considered creditors and are subject to requirements to develop a plan to prevent and respond to patient identity theft.[35]?I These plans must be adopted by each organization?s Board of Directors and monitored by senior executives.[36]

Identity theft complaints as a percentage of all fraud complaints decreased from 2004-2006.[37]?The Federal Trade Commission reported that fraud complaints in general were growing faster than ID theft complaints.[37]?The findings were similar in two other FTC studies done in 2003 and 2005. In 2003, 4.6 percent of the US population said they were a victim of ID theft. In 2005, that number had dropped to 3.7 percent of the population.[38][39]?The Commission?s 2003 estimate was that identity theft accounted for some $52.6 billion of losses in the preceding year alone and affected more than 9.91 million Americans;[40]?the figure comprises $47.6 billion lost by businesses and $5 billion lost by consumers.

According to the Federal Trade Commission (FTC), a report released in 2007 revealed that 8.3 million American adults, or 3.7 percent of all American adults, were victims of identity theft in 2005.[41]

The latest report from the FTC showed that ID theft increased by 21% in 2008. However, credit card fraud, that crime which is most closely associated with the crime of ID theft, has been declining as a percentage of all ID theft. In 2002, 41% of all ID theft complaints involved a credit card. That percentage has dropped to 21% in 2008.[42]

Two states,?California[43]?and?Wisconsin[44]?have created an Office of Privacy Protection to assist their citizens in avoiding and recovering from identity theft.

In Massachusetts in 2009-2010, Governor?Deval Patrick?made a commitment to balance consumer protection with the needs of small business owners. His Office of Consumer Affairs and Business Regulation announced certain adjustments to Massachusetts? identity theft regulations that maintain protections and also allows flexibility in compliance. These updated regulations went into effect on March 1, 2010. The regulations are clear that their approach to data security is a risk-based approach important to small businesses and might not handle a lot of personal information about customers.[45][46]
